THEORY OF CHANGE
Civic engagement and the resulting action of voting is a learned behavior. The challenges with building this learned behavior are
1. the once every four years energy around this civic activity with little to no energy around Congressional races that occur every two years or local government races;
2. limited modeling of consistent voting and civic engagement in the targeted audience;
and
3. overall suspicion of and cynicism about government and civic processes.
Incorporating the findings from the Defining Civic Health project, VOTE SoAR sets its activities, tactics, and metrics that address the components of civic health--
ii. government interaction with citizens in all facets including public
dialogue and decision-making processes
